Join us in person or virtually on Friday, July 24, 2026, at 7:30 a.m. for ETEC's Featured Friday and a Legislative Update with the ETEC Board of Directors.

Hear directly from Lieutenant Governor Randy McNally, Senator Ken Yager, and Representative Rick Scarbrough as they discuss key legislative issues impacting Tennessee. Time permitting, the program will conclude with a brief question-and-answer session.

Featured Fridays are ETEC's monthly membership meetings, featuring a brief Board of Directors update followed by presentations from leaders in government, industry, business, and the community. Members and their guests are welcome to attend either in person or virtually.

We encourage in-person attendance—it's the best opportunity to connect (or reconnect) with colleagues, expand your network, and explore new business opportunities.

The Honorable Randy McNally, Lieutenant Governor of the State of Tennessee, graduated from Oak Ridge High School in 1962 and earned a Bachelor of Science degree from Memphis State University in 1967.

Called to the health care profession, McNally attended and graduated from the University of Tennessee College of Pharmacy in 1969. After starting his career working in community pharmacies, McNally joined Methodist Medical Center in Oak Ridge as a staff pharmacist. He worked at the Center from 1979 until his retirement in 2010.

Lt. Governor Randy McNally first answered the call to public service in 1978 when he ran for the state house. He won election and served four terms. It was in the state house where he first served on the Finance, Ways and Means Committee. His work on the Finance Committee in both the House and the Senate would become his passion and where he made his greatest impact on the state.

As chairman of the Senate's Finance, Ways and Means Committee for a decade, McNally oversaw the General Assembly's only constitutionally prescribed duty: the passage of a balanced budget. Recognized across the state as a finance and budget expert, McNally's leadership has been critical keeping Tennessee budget in balance and its credit "Triple-A" rated.

In addition to his 26 years on the Senate Finance Ways and Means Committee, McNally also served as chairman of the Senate Education Committee in the 102nd and 103rd General Assemblies.

A legislative leader for nearly 40 years, Lt. Governor McNally has been recognized for both his work in the General Assembly and in his community. McNally counts among his many achievements the American Conservative Union Conservative Achievement Award, NFIB's Guardian of Small Business Award, the Tennessee Association of Chiefs of Police Legislative Award, Tennessee Bureau of Investigation award for Legislative Assistance and the Tennessee Press Association Open Government Award.

Lt. Governor McNally and his wife Janice have two adult daughters, Melissa and Maggie and three grandchildren, Haley, Morgan and Trent.


Chairman Ken Yager has dedicated his career to public service. Prior to being elected to the Tennessee Senate in 2008, Yager served as County Executive of Roane County for over 20 years. In 2018, the Republican Senators elected him Chairman of the Senate Republican Caucus. In this position, he provides leadership and resources to advance conservative values in the Senate.  Prior to serving as Senate Republican Caucus Chair, Yager served as the Chair to the Senate State and Local Government Committee. 

Yager is a tireless advocate for Senate District 12. He works hard to improve economic opportunities, enhance education, strengthen public safety and keep taxes low so citizens in his district have the opportunity to thrive. 

Yager graduated from UT Martin with a B.A. and M.S. He also graduated from the University of Memphis Law School with a J.D.   

Yager lives in Kingston with his wife Malinda. They have two adult children.


Representative Rick Scarbrough became the Executive Director of the University of Tennessee’s Law Enforcement Innovation Center on August 1, 2018. Before joining the university, Rick served 23 years for the Clinton Police Department, and the last 16 years as their Chief of Police. He began his law enforcement career serving six years at the Anderson County Sheriff’s Department.

As a law enforcement officer and husband to, Mollie, a pharmacist and co-owner of Hoskins Drug Store, Rick knows what it takes to keep healthcare costs low, support local businesses, and keep our community safe from crime and addiction.

He is a graduate of the 197th session of the FBI National Academy. He also attended the College of Policing Senior Leadership Seminars held in Manchester, England in 2017 and in London in 2022. He has held leadership positions on numerous boards including the Tennessee Association of Chiefs of Police and the International Association of Chiefs of Police. In 2014, he was awarded Police Chief of the Year for the State of Tennessee.

He holds Bachelors and Masters degrees in Organizational Management from Tusculum College.

Rick, Mollie, and their two daughters, Natalie and Rachel, were baptized at First Baptist Church of Clinton. Natalie and her husband, Jeff, have two sons, Jack and Eli. Rachel and her husband, Burton, have a son, George.

Scarbrough was elected State Representative for District 33 in 2024 and serves on the following committees:
  • Criminal Justice Subcommittee
  • Insurance Committee
  • Insurance Subcommittee
  • Judiciary Committee

The meeting will be held at the University of Tennessee Outreach Center.

Important: The Outreach Center is located at the back corner of the building on the Applebee's side. The entrance faces Quality Inn and Applebee's. Look for the awning and sign that reads University of Tennessee Outreach Center.

Please note that the main entrance to the ETEC office will be locked.

Directions

From Knoxville (via S. Illinois Ave./TN-62W)

  • Turn right onto S. Rutgers Avenue and continue to the intersection of Rice Road and Rider Road, across from ORNL Corporate Headquarters.
  • After passing the Quality Inn, turn left onto Rider Road. The Outreach Center will be on your right.

Alternate Route from Knoxville

  • From S. Illinois Ave. (TN-62W), take the sharp right onto Lafayette Drive.
  • Turn left onto W. Gettysburg Avenue, then right onto Manhattan Avenue.
  • Continue straight across S. Rutgers Avenue onto Rice Road.
  • Turn right onto Rider Road. The Outreach Center will be on your right.

From Oak Ridge (via Oak Ridge Turnpike)

Turn onto S. Rutgers Avenue. The Outreach Center is located between Applebee's and Dairy Queen, across from St. Mary's School.

Continue to the back corner of the building on the Applebee's side. The entrance faces Quality Inn and Applebee's.

From Oak Ridge (via Illinois Avenue)

  • Turn onto S. Rutgers Avenue and continue to the intersection of Rice Road and Rider Road, across from ORNL Corporate Headquarters.
  • Turn onto Rider Road. The Outreach Center will be on your right.

Inclement Weather

ETEC prioritizes the safety of our members and guests during inclement weather.

If severe weather is forecast for a Friday morning and we determine that conditions warrant it, the meeting will be moved to an all-virtual Zoom format. Any change will be announced by 5:00 p.m. on Thursday.

Notification will be sent via email to newsletter subscribers and posted on the ETEC homepage and the event calendar page. We encourage all attendees to check these sources for updates and use the Zoom registration link to join the meeting virtually if needed.

If you do not receive an email and no notice is posted on the ETEC website, the meeting will proceed in its scheduled hybrid format. However, we encourage everyone to use their own judgment and consider local road and weather conditions before traveling.
