Join us at ETEC in-person or virtually on Friday, February 28, 2025, at 7:30am to hear from Wayne Blasius, Planning & Development Director, from the City of Oak Ridge. He will be talking about the Comprehensive Plan Update.The City of Oak Ridge is in the process of updating its Comprehensive Plan. The Plan will help maintain our character, enhance the quality of life for residents, and support economic development. The City Council, Planning Commission, and City Staff will use the Plan as a 20-year roadmap for making important land use, budgeting, and development decisions.

Wayne Blasius
Planning & Development Director

Wayne Blasius grew up in the Chicago suburbs before adopting East Tennessee as his home in 1977. Prior to his appointment with the City of Oak Ridge in September 2017, he led the East Tennessee Community Design Center from 2014-17; an organization he had served as a volunteer on and off over three decades.
He had previously founded InSite Development Corporation in 2001, a real estate development/management firm that completed major downtown Knoxville historic rehabs such as the Phoenix and Mast General Store/Gallery Lofts. InSite also provided consulting services for Oak Ridge National Lab. Earlier in his career, Blasius served as supervising planner at MPC and Deputy Community Development Director for the City of Knoxville. In 1996, he left the City of Knoxville to join Denark Construction as Vice President/Business Development.
Blasius earned a bachelor’s degree in economics (with emphasis in environmental studies) from the University of Wisconsin-Eau Claire, and a master of science in urban planning from UT-Knoxville. He received his Tennessee Real Estate license in 2007.
Community involvement is a strongly-held value for him. He has held board chairmanships with the Knoxville Central Business Improvement District, Big Brothers-Big Sisters, and Good Shepherd Counseling Center; and board memberships with Leadership Knoxville (including serving as chair of the Introduction Knoxville program committee), Knox Heritage, Nine Counties One Vision Downtown Plan Task Force, Knoxville Chamber Executive Committee, Pellissippi State Technical College President’s Associates, Knox Housing Partnership Board; and as Dogwood Arts Festival Parade Co-chair. Blasius has previously held memberships with the American Planning Association, Tennessee-American Planning Association, the Urban Land Institute, and the American Institute of Certified Planners. He is honored to have served on the board of Oak Ridge Fund for Achieving Community Excellence (ORFACE), founded in 2017 by Pat Postma.
Wayne has a son/daughter in law, and four grandkids in Knoxville; and a daughter/son in law in Nashville who added a new grandson in December 2024! After nearly eight years with the City, he has recently announced his retirement, effective June 30, 2025.

-If you are coming from Knoxville via S. Illinois Ave (TN-62W); take a right onto S. Rutgers Ave, and continue until you come to the intersection of Rice Rd and Rider Rd, across from ORNL Corporate Headquarters; after the Quality Inn, take a left onto Rider Rd and you will arrive at your destination on the right. Look for an awning and sign that says University of Tennessee Outreach Center.
-Alternatively, if you are coming from Knoxville via S. Illinois Ave (TN-62W); you can take a sharp right and merge onto Lafayette Dr; turn left onto W. Gettysburg Ave; turn right onto Manhattan Ave; then at the intersection of Manhattan Ave and S. Rutgers Ave, continue straight across onto Rice Rd until you come to the intersection of Rice Rd and Rider Rd; take a right onto Rider Rd and you will arrive at your destination on the right. Look for an awning and sign that says University of Tennessee Outreach Center.
-If you are coming from Oak Ridge via the Turnpike, you will find us between the intersection of S. Rutgers Ave and Wallace Rd, between the Applebee's and Dairy Queen, across the street from St. Mary's School. The Outreach Center is located on the back corner of the building on the Applebee’s side. The entrance faces the Quality Inn and Applebee's. Look for an awning and sign that says University of Tennessee Outreach Center. The main entrance of the ETEC Office will be locked.
-If you are coming from Oak Ridge via Illinois Ave; turn onto S. Rutgers Ave, and continue until you come to the intersection of Rice Rd and Rider Rd, across from ORNL Corporate Headquarters; after the Quality Inn, turn onto Rider Rd and you will arrive at your destination on the right.
